Here’s my report on the pig pirates. I forgot their name. Igaram made me edit the initial dendenmushi reports to favour the Shichibukai Crocodile in light of His Majesty’s approval – consider doing the same if you don’t want to rewrite yours. I’m going back to deliver them, I’ll see you in Alabarna.

Crocodile has confirmed his intention to open a casino here; my report is enclosed.

There’s nothing here. I don’t see how this can possibly be a viable enterprise, and yet he seems certain. Perhaps his connections will bring in an initial wave of support, but even a Shichibukai does not have unlimited resources.

If he fails, it will hurt Alabasta. And I don’t see how he can succeed. He won’t listen to my advice, and I cannot speak candidly knowing it goes against His Majesty’s wishes. This could do a lot of damage.

The reports are true, it has rained heavily here twice since the casino construction began. The natural aquifers are saturated; the water will last some time. It would be enough to support a small village, but unless it keeps up it cannot possibly support the crowd a casino could potentially draw.

I don’t have your nose, but as much as I dislike Crocodile I cannot find a scent of wrongdoing. And we know Crocodile’s devil-fruit power; he cannot be making it rain. Entirely the opposite.

The people here believe it is a legitimate miracle, brought by Crocodile. We are not a country traditionally blessed by miracles.

My official report is attached. It was as the initial reports said; a large quantity of Dance Powder was spilled in the main street, in the care of men claiming to be in His Majesty’s service. I have ordered the Dance Powder destroyed. The rumours will not be stopped so easily, however, without any unusual rain patterns we are for now at least able to combat them.

My official report is enclosed, but the just of it is that the city is dying of drought. I have informed Igaram that Alabarna must send support for these people, but it has not rained here in more than a year.

As a coastal city, it is doing better than Yuba, but the thirst is still palpable. We must increase the numbers of Guards here. Everything is in short supply, and everybody is thirsty.

Start working out the figures; I’ll look over them when I get back.

I am working on the figures. It’s not heartening. With the need to police Rain Base and its booming population, as well as the drought-stricken cities, our resources are already spread thin. But we are also bleeding numbers as the men lose confidence. And with all the doubt here in Alabarna, we need more troops than ever to ensure riots don’t break out. That damned Dance Powder has cracked, if not shattered, the trust of the people.

I fear what will happen if Yuba falls, and that anger breaks over the nation.

It must be the Dance Powder. There is no other solution. It must be, but there’s no hint of it here, no scent at all. But how can it be that it does not rain here, yet there is always water? It must be related to the rain in Alabarna having little effect. It must be, and yet how is that possible? This riddle will break us.

Crocodile is still a smug bastard. I would break his scarred nose for him, if His Majesty would allow it.

It may be bringing money into the country, but this place is festering. I can feel it in my bones, it’s unnatural, diseased, poison. It makes my teeth ache. You can come next time.

I want to throw him off our soil. Why –

Yuba has been evacuated. Toto refuses to leave. Kohza and the rest of the Sunasunadan were already gone when I arrived with the relief. Toto is confident they have gone to Alabarna, but he doesn’t know who they will stay with. He believes, for all their anger, that they will realise it is directed at the wrong person.

All our good people are drying up like the northern plains, splintering into brittle shards. While Crocodile and his lackeys grow fat on our despair. No one in Yuba will move there, no matter the prosperity. You are not the only one who scents the poison there.

These people mistrust me. The rumours are strong here, despite all His Majesty has done for them. Thirst drives all memory from the mind. Why will it not rain?

The Rebellion has practically taken over the city. Even those who do not support it do not speak out openly against it. Even here, where the drought has had a lesser effect than most other cities, seeds of doubt are so easily sewn.

I am recommending to His Majesty that he reduces the aid to Katorea, as there is no way to prevent it getting into the hands of the Rebellion and they can draw sufficient supplies from external trade. Short of sending in the Guard to tear the city apart, which would benefit none, I can think of no other possible course of action.

There is no point in pointing out that the one I have recommended has few merits: His Majesty will not authorize it in any case. Our hands are tied.

If it does not rain, there will be armed rebellion before the end of summer.

I couldn’t wait for you to return from patrol; 20 men just resigned together and I have little doubt about where they’ve gone.

With their resignation, we don’t have enough men to maintain an easy schedule. From now on until things calm down, we’ll be working 12 hour shifts with one of us on duty at all times. I’m assigning you day for the first week, unless you have a conflict. Looks like it’ll be a while before we have time to chat again. As if there were anything to chat about now.

I broke up a brawl today in the glassblower’s street. Some kid tried to stab me in the back. We aren’t symbols of Alabasta anymore, not as she is now. Don’t count on that. Not that you would.

The remaining men are loyal, but it’s difficult for them breaking up fights with their friends, with former colleagues. If war breaks out, I am not sure we will be able to hold the line. Perhaps we should discuss His Majesty moving to a safer location.
